A small lake town with a small market, which makes the numbers jumpy. Here is what they say this year, and what to know before you buy on the water.

Cicero is a town of about 5,300 people on roughly two square miles at the northeast corner of Morse Reservoir. 87 single-family homes sold with a Cicero address through August, up from 72, and the median jumped 15% to $449,000.
Treat that price number with care. With under a hundred sales, a few more waterfront closings in one year than the last can move the median a long way without the typical house being worth 15% more. The more useful signals: supply was under one month in August, and sellers accepted a bit less of list, 97.5% against 98.4%.
The town counts about 600 waterfront and water-view properties. Morse Reservoir is 1,500 acres with roughly 32 miles of shoreline, built in 1956 — and it is owned by Citizens Energy Group as a drinking-water supply for Indianapolis. That ownership matters for anything you want to do at the shoreline.
What you are actually buying: lake access, a small historic downtown, a town marina, and space. What you are giving up: distance — the drive south runs on two-lane state roads to Noblesville — and inventory, because there isn't much of it.

Hamilton Heights is not on the state's list of November 3, 2026 school referendums. Four other Hamilton County districts are — Carmel Clay, Noblesville, Westfield Washington and Sheridan — so if you're comparing Cicero against those towns, compare the carrying cost too.
Confirm the school assignment for any specific address with the district.
Morse Reservoir was built to supply drinking water, and Citizens Energy still owns it. For a buyer that means shoreline work goes through the owner's rules, not just the town's. Ask for any dock or seawall permits in the seller's file.
SR 19 is two lanes from Cicero south to Noblesville, where you pick up SR 37 toward I-69. It is a longer drive to Indianapolis than anywhere in southern Hamilton County. Drive it at your actual start time before you commit.

Indiana caps homestead property tax at 1% of gross assessed value under the circuit breaker, so most owner-occupants land at or near that figure before any voter-approved referendum rate, which sits outside the cap. Rentals and second homes are capped at 2% and should be modeled separately. Hamilton County's local income tax is 1.1%, unchanged in the Indiana Department of Revenue's county rate notice effective October 1, 2026. Confirm assessments with the Hamilton County Assessor.
If you need a short commute to Indianapolis, or you need a large pool of homes to choose from, look at Noblesville first. If you want lake living without owning waterfront, Cicero is one of the few places in the metro that offers it.
The median single-family sale with a Cicero address was $449,000 year to date through August 2026, on 87 closings, up from $390,200 on 72 closings a year earlier. With so few sales, the mix of waterfront and in-town homes moves the median a lot.
